Construction firms report 8 to 9 months of work on the books heading into mid-2026 — backlogs that would have been unthinkable a decade ago. But contractors say they need 350,000 net new workers this year just to keep pace with infrastructure and manufacturing projects already in motion.

At the same time, a study released May 5 by University of Colorado economists found that recent ICE enforcement surges cut employment for less-educated US-born construction workers by 3% — roughly twice the average impact across all industries. Owners are paying overtime to existing crews and turning down work, not because demand is soft, but because the bench is empty.

SBA just doubled its loan ceiling to $10M. Effective July 4.

On May 18, SBA Administrator Kelly Loeffler announced a rule change that doubles the cumulative 7(a) and 504 loan limit from $5 million to $10 million — the largest financing expansion in agency history. The rule takes effect July 4, 2026.

Under the new structure, qualifying borrowers can stack up to $5M from the 7(a) program plus $5M from 504 for a combined $10M. Small manufacturers get an even bigger edge: they can already take unlimited 504 loans tied to distinct projects — now they can layer on $5M of 7(a) on top.

🏭Manufacturers benefit most. 7(a) decoupled from 504 means you can finance a building (504) and working capital (7(a)) without burning your ceiling.
⚠️Non-citizen ownership is still restricted. A March 2026 rule made businesses owned wholly or in part by foreign nationals ineligible for SBA flagship programs — that hasn't changed. Confirm your structure with counsel.

📉SBA lending dropped 30% (-24,000 loans) after the citizenship restriction. The new ceiling is real, but eligibility is the wall.

The Bottom Line

If your structure is clean and you've been waiting on capital, this is the largest window in agency history. Call your SBA preferred lender this week — not in July — and ask which projects qualify for the stacked structure. If your ownership includes non-citizens, get a sit-down with an immigration-aware business attorney before you apply.

Trump-Xi meet in Beijing. Preliminary deal on ag tariffs. Your input costs may move.

President Trump and Chinese leader Xi Jinping met at the Great Hall of the People on May 14. By May 16, China's commerce ministry announced preliminary agreements to expand agricultural trade through tariff reductions and tackle non-tariff barriers — though both sides labeled the deal "preliminary."

Going into the summit, the average US tariff on Chinese goods sat at 47.5% (up from 3.1% before Trump's first term). China's tariff on US goods: 31.9%. The delegation included Musk, Tim Cook, Larry Fink, and Boeing's Kelly Ortberg — a signal that supply-chain and capex bets are back on the table.

🌾If you serve restaurants or food businesses, watch soybean, pork, and corn input prices over the next 60 days — preliminary tariff cuts on US ag exports typically move spot markets first.
📦If you import equipment or materials, don't celebrate yet. Tariffs above 30% remain. And per UNCTAD's May 2026 report, non-tariff barriers now cost more than tariffs in 88% of countries.
⚖️A February 2026 ruling voided certain IEEPA-based presidential tariffs — but the administration replaced them under Sections 122/232/301. The legal ceiling moves, not the cost.

The Bottom Line

Tariff cuts that get announced rarely take effect the same week. If you have a planned equipment purchase or material order, get firm quotes before June 1 and ask suppliers about pass-through clauses if duties change. Don't commit to long contracts based on this preliminary deal — it's a handshake, not a signed agreement.
