The April jobs report missed the forecast — but service businesses got an unexpected break
Nonfarm payrolls rose by 115,000 in April, down from 185,000 in March but well above the 55,000 economists were bracing for. Unemployment held at 4.3%, where it's been parked for months.
What matters for you: healthcare added 37,000 jobs, transportation and warehousing added 30,000, retail added 22,000. That's where the hiring is. Construction was flat. Hospitality cooled.
Wages rose just 0.2% for the month, 3.6% for the year — both below forecasts. Translation: pay pressure is finally easing.

The SBA citizenship rule just expanded — and a new Senate bill wants to kill it
The SBA's citizenship-only requirement took effect for 7(a) and 504 loans on March 1, 2026. As of April 1, it now also covers Microloans and Surety Bond guarantees. To qualify, a business must be 100% owned by U.S. citizens or U.S. nationals. The old 5% carve-out for green card holders is gone.
In California alone, roughly 220,000 legal permanent resident business owners lose access to SBA financing. Immigrant entrepreneurs make up 40% of California's business community and generated $28.4 billion in income in 2023.
On April 29, Senator Edward Markey (D-MA) introduced the Investing in the American Dream Act, which would restore the previous rule — a 51% U.S. citizen ownership threshold — and let lawful permanent residents back into the program.

ICE raids are now cutting jobs for U.S.-born workers too — and steel is up 20.7%
A Washington Post analysis published May 5 found that increased ICE enforcement has lowered employment for undocumented immigrants by 4 to 5% — but also pulled down employment for U.S.-born workers with a high school degree or less. The construction industry is the clearest case study.
A joint AGC/NCCER survey found 28% of construction firms reported workforce disruptions tied to ICE activity in the past six months. 10% lost workers directly to enforcement. Another 20% lost subcontractor crews.
Meanwhile, the 50% tariff on steel, aluminum, and copper took its full effect in April. Steel mill products are up 20.7%, aluminum mill shapes up 33% year-over-year — the biggest jump since 2022. Brookings estimates tariffs are adding ~$17,500 to the cost of a new home.
